1) Duplicate your base and set to screen at 50% opacity.
2) Layer>New Adjustment Layer>Selective Color
Reds: -31 | 15 | -9 | 0
Yellows: -100 | -67 | 100 | 0
Whites: 100 | -31 | 100 | -100
Neutrals: 38 | 0 | 38 | -10
Blacks: 0 | 0 | 17 | -10
3) Layer>New Adjustment Layer>Color Balance
Midtones: 10 | 5 | 5
Shadows: 7 | 3 | 13
4) Add any extra mumbo-jumbo and that's it!

Yeah I'm in Perth, originally from New Zealand, moved here nearly 4 years ago, visited Melbourne for a week about 18 months ago...nice place from what I saw of it!
